The drawing is that wait: the dock is right there, the ship is at anchor, and the sailor's beard has had time to reach the water. That is what separates quarantine from being treated. You are not cured, you are held, and time does the work. So the word fits anything that has to sit apart until it is proved safe: a new dog, an imported plant, a file your computer will not open yet. Forty days is long gone. The waiting is the part that stayed.
