Latin had tintinnabulum for a little bell, and you can hear the bell inside it: tin-tin. English took the long way round and built tintinnabulation — the ringing itself. Not one clean chime but the sound going on, overlapping, refusing to stop, which is exactly what the drawing shows: the bells are not in a tower, they are in orbit around one person's head. Edgar Allan Poe put the word in a poem about bells and more or less left it there. Nobody says it at a bus stop. Use it when the ringing has outstayed its welcome, or use it for the pleasure of saying it — that is the other half of why it survives.
