To enumerate is to name things one at a time, in order, until they are all out where they can be seen. Not there were problems, but: first, the roof; second, the wiring; third, the drains. Something happens when a list is said that way — a vague pile turns into three things, and three things can be looked at, argued with and worked through, while a pile can only be worried about. That is why enumerate belongs to careful talk: reports, arguments, court. It is the difference between saying you have reasons and setting the reasons down where anyone can count them.
