Arterial means main, and it borrows its authority from the body. An artery is the pipe that carries blood away from the heart under pressure; block one and everything downstream fails. So when a road is called arterial, that is the claim being made: not that it is wide or new, but that the traffic of a whole region is inside it and there is no second route if it stops. Which is exactly why you hear the word on the news on the day the road is closed. Notice the direction of the borrowing, too — cities get described in the language of bodies, and not the other way round.
