Kakistocracy is government by the worst people for the job. The Greek kakistos means the worst, and the word was built as a joke against aristocracy, rule by the best. It does not quite mean evil rulers. It means leaders who have no idea what they are doing and are proud of it. Picture a speaker at a podium, smiling, holding up a banana as if it were a plan. The word is rare and a little comic, and that is its power: people reach for it when ordinary criticism is not strong enough. This is not bad government, it is kakistocracy. Use it with care in formal writing. It is always an insult, never a neutral description.

Il ne s'agit pas de dirigeants méchants, mais de gens qui ne savent pas ce qu'ils font et en sont fiers. Mot rare, un peu comique : toujours une insulte.

Kakistocracy（最悪者政治）は、その仕事にいちばん向かない人たちによる政治です。ギリシャ語の kakistos（最悪）から、「最良の者の支配」aristocracy をもじって作られました。悪人の支配ではなく、何をしているか分からないのに得意げな指導者のこと。珍しく少し滑稽な語で、いつも悪口として使われます。
