Kakistocracy is government by the worst, least qualified people possible. Greek joined kakistos (the worst) and kratos (rule) as a dark joke against aristocracy. It is not ordinary corruption or bad luck; it is incompetence appointed directly into authority and proud of itself. In the animation, an official at a podium smiles and cheerfully presents a banana as if it were a national recovery plan.
