Way and thing are the two most expensive words in a Band 6 essay. Here is what replaces them.
They are not wrong. They are simply empty — and in a solution paragraph, where you are supposed to be naming what should be done, empty is costly.
These eight nouns each name a different size of action. Choosing the right size is the skill.

A Task 2 solution paragraph with six gaps — three nouns and three prepositions.
Governments have several options for reducing urban air pollution.
The simplest are short-term to restrict traffic in city centres — congestion charging, for example, or car-free days. These are cheap to introduce but limited in reach.
A more ambitious would combine such restrictions with sustained investment in public transport over a decade or more. This requires a clear for enforcing the new rules, since regulations that are not enforced change nothing.
Beyond individual policies, cities need a shared for measuring success, so that results can be compared honestly between them.
Ultimately the most effective approach reducing pollution is not a single policy at all, but a method coordinating many of them at once.
Propose a solution and find out whether your noun matches the size of what you described.
Problem: too many young people in your country leave school without basic numeracy.
Then name the scale you claimed. The test is simple: does the size of the noun match the size of the thing you actually described?
One sentence. One method noun, with its correct preposition.
Name the noun and the size it claims.
