Governments have several options for reducing urban air pollution.
The simplest are short-term to restrict traffic in city centres — congestion charging, for example, or car-free days. These are cheap to introduce but limited in reach.
A more ambitious would combine such restrictions with sustained investment in public transport over a decade or more. This requires a clear for enforcing the new rules, since regulations that are not enforced change nothing.
Beyond individual policies, cities need a shared for measuring success, so that results can be compared honestly between them.
