Museums and entry charges
London's national museums were made free to enter in 2001. (1) This was expected to raise visitor numbers, and it did. The more interesting change was in who came: visits from the poorest districts rose faster than from any other group, while total numbers rose more slowly than forecast. (2) This surprised the department.
(3) These closures of the paid galleries had been resisted by some trustees. The director who ran the scheme argued that an entry charge decides who visits rather than who is interested. (4) It was published in the annual report and widely quoted.
The policy has survived four changes of government. (5) This survival is unusual for a measure of its cost. The institutions themselves have never asked for it to end, and (6) they now plan their budgets around it.
