The plan:
P1 — Charges cut traffic. Marginal drivers switch to the train. Stockholm's scheme cut traffic by a fifth. P2 — Charges cut traffic in other cities too. London saw a similar fall. Milan's scheme worked the same way. P3 — Charges raise money for buses, which cuts traffic further.
For each: name the topic, then the job. Then name the paragraph you would replace and say what it should do instead.
