Which sentence does not belong?
Charging drivers to enter the centre reduces congestion. A charge adds a daily cost to every journey in. London's scheme also raised around £150 million in its first full year. A driver compares that cost against a train fare, and for marginal journeys the comparison tips. Traffic thins at exactly the hours the road was over capacity.

The passage:
Free museum entry changes who visits. An entry charge decides who comes rather than who is interested, and removing it makes a visit a default rather than a decision. Museum buildings are expensive to heat and light. Britain made its national museums free in 2001, and visits from the poorest districts rose fastest.
Charging for special exhibitions is a separate question. Those charges fund the exhibitions themselves.
