A kleptocracy is a government of thieves — kleptes is Greek for thief, the same root as kleptomania. In many corrupt countries officials steal on the side; in a kleptocracy the stealing is the point, and the whole state moves public money into private hands. In the animation, a man sits on a throne quietly shovelling the country into a sack.
